The Lowestoft Investment Plan was developed by the Lowestoft Place Board in partnership with East Suffolk Council. It sets out ambitious plans for development and investment in Lowestoft over the next 10 years and has been a crucial document in supporting successful funding bids from national programmes. The Plan provides a clear, strategic vision for regeneration, helping to secure investment that is now driving significant transformation across the town.

£180m+ funding secured

Lowestoft has attracted significant investment from national funding bodies, serving as a catalyst for further public and private sector investment. The Town Investment Plan underpins a broader regeneration strategy, building on recent major projects such as:

  • The ‘Gull Wing’ Bridge (formerly the Third River Crossing)
  • The Lowestoft Flood Protection Project
  • The Full Fibre Project
  • Seafront Vision
  • Post Office Gallery
  • Cultural Quarter

The town is undergoing a major transformation driven by coordinated investment in transport, culture, renewable energy, and coastal resilience. In total, public sector regeneration funding alone now exceeds £180 million.

Driving Long-Term Growth

This locally-owned plan covers the wider Lowestoft area. It aims to deliver real change by supporting long-term economic and productivity growth. Investments will focus on:

  • Land use and development
  • Economic and cultural assets
  • Skills and enterprise infrastructure

The plan has also been a key part of the town’s recovery strategy following the Covid-19 pandemic.

The Lowestoft Place Board is working in close partnership with local organisations, regional stakeholders, and national bodies to support the town’s long-term regeneration. Key partners include:

  • To overcome barriers to unlock private and public sector investment to enable growth and development.
  • To improve the quality, sustainability and range of housing stock, futureproofing housing demand.
  • To provide a town which retains and attracts younger people to work and live.
  • To provide facilities, employment land and premises to capitalise on the continued investment in the offshore renewables, engineering, maritime and science sectors.
  • To secure long-term, higher skilled jobs that raise aspiration and increase opportunities.
  • To capitalise on the town’s heritage and cultural assets, enhancing the offer for the future, driving economic growth and to enable community cohesion.
  • To Improve digital infrastructure for current and future generations.
  • Increase the resilience of the town to mitigate and adapt to the current and future impact of climate change.
